How many sets of bedding to keep in rotation

Short answer: Three sets per bed is the practical number. One on the bed, one in the cupboard and one in the wash or in reserve.

Why three and not two

With two sets the second always has to be washed and dry before you change. With three you have a spare when the laundry is postponed or a set has to be changed unexpectedly.

Why not more

A set that sits in the cupboard for six months picks up a cupboard smell, and the linen yellows slowly if it lies without air. Three sets rotate fast enough to avoid that. See bamboo bedding.

What a set consists of

A duvet cover, a sheet and one or two pillowcases. Buy them together so the sizes and colours match. See bamboo sheets and bamboo pillowcases.
