What to do when you are between two sizes

Short answer: The rule depends on the item. For underwear and socks, size up. For T-shirts and tops, size up if they will be tumble dried, and for close fitting styles without stretch, size up too. The bra band is the exception.

Underwear up

Briefs or boxers that are too small dig in at the edges all day, at the leg and at the waistband. You notice it most when sitting.
