When the money for your order is taken
Short answer: The amount is only taken when the goods are dispatched. Until then the amount is reserved on the card but not withdrawn.
A reservation rather than a withdrawal
When you order, the amount is reserved on the card. The withdrawal itself happens at dispatch.
That is why you see two entries
In some online banks the reservation and the withdrawal are shown separately for a short period. That is normal.
On partial dispatch
If the order is sent in several shipments, the amount can be taken accordingly. See the terms and conditions.
On cancellation
If the order is cancelled, the reservation is released again. That can take a few banking days.
On a return
The refund goes to the same payment method. See returns and exchanges.
